ทบ. โต้หนังสือประท้วงกัมพูชา ยืนยันปฏิบัติตามข้อตกลงในถ้อยแถลงร่วมทุกประการ ชี้กัมพูชาควรตรวจสอบข้อมูลให้รอบด้าน ป้องกันการเพิ่มความขัดแย้งในพื้นที่โดยไม่จำเป็น
       จากกรณีที่กระทรวงการต่างประเทศและความร่วมมือระหว่างประเทศแห่งราชอาณาจักรกัมพูชาได้ยื่นเอกสารประท้วงต่อประเทศไทย เมื่อวันที่ 3 ก.พ. 69 ระบุถึงการลงพื้นที่โดยไม่ได้รับอนุญาตของคณะผู้ช่วยทูตทหารต่างประเทศและเจ้าหน้าที่บังคับใช้กฎหมาย ซึ่งนำโดยกองทัพบกไทย ณ โรงแรมในโอร์เสม็ด จังหวัดอุดรมีชัย ประเทศกัมพูชา เมื่อวันที่ 2 ก.พ.69 ว่าเป็นการละเมิดอธิปไตยและบูรณภาพดินแดนของกัมพูชา รวมทั้งเป็นการละเมิดกฎบัตรสหประชาชาติและกฎบัตรอาเซียน 
       พลตรี วินธัย สุวารี โฆษกกองทัพบก ระบุว่า พื้นที่ดังกล่าว ที่กัมพูชาอ้างถึง เป็นพื้นที่ควบคุมและวางกำลังของฝ่ายไทย หลังสิ้นสุดการปะทะเมื่อวันที่ 27 ธ.ค. 68 ซึ่งเป็นไปตามข้อตกลงในถ้อยแถลงร่วม Joint Statement ในการประชุมคณะกรรมาธิการชายแดนทั่วไป (General Border Committee: GBC) ไทย - กัมพูชา สมัยพิเศษ ในข้อ 2. ที่ระบุว่าทั้งสองฝ่ายเห็นชอบให้คงการวางกำลังที่มีอยู่ในพื้นที่ในปัจจุบัน โดยไม่มีการเคลื่อนย้ายกำลังที่ตั้งอยู่เพิ่มเติม และจะไม่มีการเคลื่อนย้ายกำลัง รวมทั้งการลาดตระเวนตรงไปยังที่ตั้งของฝ่ายตรงข้าม ดังนั้นการที่ฝ่ายไทยเข้าควบคุมและมีการดำเนินการในพื้นที่ ไม่ได้เป็นการผิดข้อตกลงระหว่างประเทศแต่อย่างใด
       ในส่วนของประเด็นที่พบว่ามีการใช้อาคารในพื้นที่เป็น Scam centers นั้น เกิดจากการที่ภายหลังฝ่ายไทยได้เข้าควบคุมพื้นที่ เพราะในบริเวณพื้นที่ดังกล่าวโดยรอบ เคยถูกใช้เป็นพื้นที่ปฏิบัติการทางทหารในการคุกคามทำร้ายฝ่ายไทย จึงได้มีการตรวจสอบอาคารและพื้นที่โดยรอบบริเวณตามมาตรการความปลอดภัยโดยละเอียด ทำให้พบหลักฐานที่เกี่ยวข้องกับธุรกิจการหลอกลวงข้ามชาติทางออนไลน์ (Cyber Scam) บริเวณอาคารคาสิโน Scam centers ในพื้นที่ดังกล่าว
        ฝ่ายไทยจึงได้มีการประสานเจ้าหน้าที่ที่เกี่ยวข้องเพื่อเข้าไปพิสูจน์ทราบหลักฐานเพิ่มเติม ซึ่งเป็นไปตามข้อตกลงในถ้อยแถลงร่วม Joint Statement ข้อที่ 10. ที่ระบุว่าทั้งสองฝ่ายเห็นชอบร่วมกันปฏิบัติตามแผนปฏิบัติการความร่วมมือในการป้องกันและปราบปรามอาชญากรรมข้ามชาติ รวมถึงอาชญากรรมทางไซเบอร์และการค้ามนุษย์ 
        ซึ่งข้อเท็จจริงก่อนหน้านี้ ทราบว่าทางสำนักงานตำรวจแห่งชาติของประเทศไทย 
ได้มีการประสานไปยังฝ่ายกัมพูชาให้มีการร่วมตรวจสอบพื้นที่เป้าหมายเพื่อขยายผลไปสู่การปราบปรามเครือข่ายสแกมเมอร์แล้ว แต่ทางฝ่ายกัมพูชายังคงเพิกเฉยหรือไม่ได้ตอบรับในการดำเนินการในเรื่องนี้ 
       ทั้งนี้ หากกัมพูชาต้องการที่จะร่วมดำเนินการให้เป็นไปตามข้อตกลงในถ้อยแถลงร่วม สามารถประสานมายังฝ่ายไทยได้ตลอดเวลา โดยไทยพร้อมส่งข้อมูลชี้เป้าหมายพิกัดเครือข่าย Scam centers ในพื้นที่ควบคุมของกัมพูชาให้ในทันที
       และสำหรับกรณีที่มีการกล่าวอ้างว่ากองทัพบกไทยได้นำคณะผู้ช่วยทูตทหารต่างประเทศประจำประเทศไทย เดินทางเข้าพื้นที่โอร์เสม็ด จังหวัดอุดรมีชัย ประเทศกัมพูชา นั้น โฆษกกองทัพบกกล่าวยืนยันว่า ทางคณะผู้ช่วยทูตทหารต่างประเทศประจำประเทศไทยได้มีการเดินทางไปในพื้นที่ช่องจอม จังหวัดสุรินทร์จริง เพื่อติดตามสถานการณ์และตรวจสอบความมั่นคงในพื้นที่ชายแดนตามปกติ แต่ไม่ได้มีการเดินทางเข้าไปในพื้นที่ควบคุมของฝ่ายไทยในบางพื้นที่ รวมถึงในพื้นที่ อำเภอโอร์เสม็ด ตามที่กัมพูชาได้กล่าวอ้างด้วย
       กองทัพบกยืนยันว่าฝ่ายไทยยึดมั่นและดำเนินการตามข้อตกลงในถ้อยแถลงร่วม Joint Statement อย่างเคร่งครัดในทุกประการ  พร้อมเรียกร้องให้กัมพูชาได้มีการตรวจสอบข่าวสารให้ครบถ้วนถูกต้องก่อนที่จะมีการนำเสนอต่อสังคม เพื่อป้องกันการเข้าใจผิดต่อสาธารณชน หรือนำเสนอข้อมูลที่อาจไม่ตรงข้อเท็จจริง ซึ่งผิดต่อข้อตกลงในถ้อยแถลงร่วม Joint Statement ข้อที่ 8. อันจะเป็นการยั่วยุให้สถานการณ์ที่กำลังจะเข้าสู่สภาวะปกติ เกิดความตึงเครียดโดยไม่จำเป็น

Royal Thai Army Rejects Cambodian Protest Note, Affirms Full Compliance with Joint Statement—Urges Cambodia to Verify Information Thoroughly to Prevent Unnecessary Border Conflict
On 3 February 2026, the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia submitted a protest note to Thailand, alleging unauthorized entry by a group of foreign military attachés and law enforcement officials, led by the Royal Thai Army, into a hotel in O’Smach, Oddar Meanchey Province, Cambodia, on 2 February 2026. Cambodia claimed this constituted a violation of its sovereignty and territorial integrity, as well as breaches of the United Nations Charter and the ASEAN Charter.
Major General Winthai Suvaree, Army Spokesperson, clarified that the area referred to by Cambodia has been under Thai control and deployment since the cessation of hostilities on 27 December 2025. This arrangement is in accordance with the Joint Statement of the Special Session of the Thai-Cambodian General Border Committee (GBC), specifically Article 2, which stipulates that both sides agreed to maintain existing deployments without additional troop movements or patrols into opposing positions. Therefore, Thai operations in the area do not constitute a violation of international agreements.
Regarding allegations of buildings being used as scam centers, the spokesperson explained that after Thai forces secured the area—previously used for hostile military operations against Thailand—security inspections revealed evidence of transnational online fraud activities (cyber scams) within casino complexes. 
Thai authorities subsequently coordinated with relevant agencies to verify evidence, in line with Article 10 of the Joint Statement, which commits both parties to cooperation in combating transnational crime, including cybercrime and human trafficking.
The spokesperson further noted that the Royal Thai Police had previously requested Cambodian cooperation in joint inspections to dismantle scam networks, but Cambodia has yet to respond. 
Thailand reaffirmed its readiness to share intelligence and precise coordinates of scam centers located within Cambodian-controlled areas should Cambodia wish to act in accordance with the Joint Statement.
On claims that the Royal Thai Army escorted foreign military attachés into O’Smach, Oddar Meanchey Province, the spokesperson confirmed that the attachés did visit Chong Chom, Surin Province, Thailand, to observe border security operations as part of routine duties. However, they did not enter Thai-controlled areas across the border, nor O’Smach, as alleged.
The Royal Thai Army reiterates its strict adherence to all provisions of the Joint Statement and urges Cambodia to thoroughly verify information before presenting it publicly, so as to avoid misleading the public or disseminating inaccurate claims. Such actions risk contravening Article 8 of the Joint Statement and unnecessarily escalating tensions at a time when the situation is stabilizing.
